Overview

The voluntary buyout provides grant funding to the homeowner based on the fair market value of their damaged property. Additional funding is available through the Safe Housing Incentive if the home value is less than comparable to homes located outside of the floodway. Homeowners receiving this incentive must relocate to an address outside of the Special Flood Hazard Area.

By purchasing these properties, the state aims to reduce the risk of property damage from future disasters while strengthening community resilience through improved local drainage that facilitates natural watershed.

Getting Started

Application

The Restore Louisiana Homeowner Buyout Program (Solution 4) assists homeowners with moving out of harms way and reduces future flood risk.

The program is entirely voluntary and only available to selected eligible homeowners who have been invited to apply.

Homeowners whose properties were damaged by Hurricanes Laura, Delta or Ida and/or the May 2021 Severe Storms and are deemed ineligible for federal repair or reconstruction assistance due to being in a high-risk area, as identified on a case-by-case basis may be invited to complete the application.

Hours of operation: 8 a.m. 5 p.m., Monday through Friday.

In person: Call 866.735.2001 and select option 2 to schedule an appointment. A case manager will assist with the application process.

Invited homeowners must submit the application by March 31, 2025.
